WHEREAS, dancing in Missouri needs to be promoted at the local level if we are to retain or grow the number of dancers In the State; and
WHEREAS, it often takes funds to implement a successful dance promotion, program; and
WHEREAS, it has been noted that some dance clubs in the Missouri Federation are not exactly financially affluent; and
WHEREAS, upon the last distribution of financial aid, the comment was made "Now that we have some money, We can consider having a demo or dance, lessons"; now be it
RESOLVED, that the Federation Board of Directors does hereby establish a Promotions Grant Program to provide funding to those clubs that require financial assistance to conduct dance demonstrations, dance lessons or other dance promotional events that are beyond their present financial capabilities; be it further
RESOLVED, that the Federation Board of directors will initially allocate $2,000 to the program in the FY14 budget; be it further;
RESOLVED, that a club requesting a grant shall submit in writing a request for such funds; the grant request shall include the club name, amount of request, purpose, proposed budget (anticipated expenditures, anticipated other sources of funds, anticipated income from lesson fees), present status of club finances and a contact person; suggested form is attached; the grant will be directly submitted by the Club President by email to the Grant Committee Chair with copy furnished to the District President; be it further
RESOLVED, that grants will be for any amount; a club can receive one grant every 12 months (assuming there is an ongoing promotion grant program and a budgeted amount); if a particular idea is unsuccessful for a club, the next application should not be for the same idea; be it further
RESOLVED, that the Grant Committee shall respond to the grant request within two weeks of receipt of the request; financial need will be a factor in awarding grants; if approved, the Grant Committee Chair will inform the Club and District Presidents by email, and the State Treasurer will write and mail a check to the club for the full amount; if not approved, the Grant Committee Chair will inform the Club and District Presidents by email; be it further
RESOLVED, that the requesting club will determine how the funds will be used with the only guidance being that it is used for the promotion of dancing and be in accordance with the approved grant, and inform the District President of project status prior to State Federation meetings; be it further
RESOLVED, that the District President will be prepared to briefly update the Board about each active grant project in their district at each State meeting; the Grant Committee Chair will be prepared to briefly update the Board about the total program at each State meeting and share successful ideas with clubs; be it further
RESOLVED, that after conclusion of the grant event(s), a brief description and observation about the event(s) along with expenditure data and a refund any excess funding, will be presented to the Grant Committee; be it further
RESOLVED, that funds must be used within one year of approval; any funds remaining at that time must be returned to the State Treasurer by the Club; be it further
RESOLVED, that the Grant Committee shall consist of the Chairman and at least two members appointed by the State President; the Chairman will be the current Chairman of the Promotions Committee; be it further
RESOLVED, that the approved resolution will be submitted to the Constitution and By-laws Committee for incorporation into the Standing Rules after a one-year review.
